Education: The debate on representation of SC, ST and OBC in the field of education has been going on for decades. But, this debate has intensified in the last few months. In such a situation, the news coming from IIT-Bhubaneswar can further intensify this debate. In fact, an RTI report has revealed that 80 percent of the faculty members in IIT-Bhubaneswar are from the general category. Let us tell you in detail what the whole matter is.
Who filed the RTI?
According to The Hindu report, All India OBC Students Association president Kiran Kumar Gaun had filed an RTI, in which this was revealed. In fact, while responding to the RTI, IIT-Bhubaneswar officials said that there are a total of 300 professor, associate professor and assistant professor posts in the college. Out of these, 213 posts are occupied. Whereas, 95 posts are still vacant. Officials said that out of these 213 professor, associate professor and assistant professor posts, 171 employees are from the general category.
How many from SC, ST and OBC
The same report further stated that out of these 213 professors, associate professors and assistant professors, 28 are from the OBC category. Apart from this, one faculty member is from the ST category and 12 faculty members are from the SC category. At the same time, one faculty member is from the EWS quota.
The same is the case with central universities
Responding to a question asked in the Lok Sabha in the year 2022, the Union Education Ministry had said that in the 45 central universities of the country, there is only one vice-chancellor each from SC and ST category. At the same time, out of 45 registrars, only two are from SC category, five from ST category and three from OBC category. Whereas, out of a total of 1005 professors, 864 are from the general category. At the same time, 69 are from Scheduled Caste, 15 from Scheduled Tribe and 41 from OBC community.
The new law came in the year 2019
The Central Educational Institutions (Reservation in Teachers' Cadre) Act was introduced in the year 2019 for the rules of reservation for posts in universities. Under this Act, major changes were made in the reservation system. For example, earlier there was reservation only for Scheduled Castes and Scheduled Tribes in the posts of teachers in central educational institutions, but under this Act, reservation has now been implemented for OBC and economically weaker category as well. Apart from this, earlier reservation was given at the department level, but under this Act, the university was made the unit to implement reservation. That is, now 7.5 percent seats are reserved for Scheduled Tribes, 15 percent for Scheduled Castes, 27 percent for OBC and 10 percent for EWS.
