New Delhi. The Constitution (129th Amendment) Bill for 'One Nation One Election ' to hold simultaneous elections to the Lok Sabha and state assemblies is set to be introduced in Parliament on Tuesday. It will later be referred to a joint committee of the two Houses.
A top government official said that Union Law Minister Arjun Ram Meghwal will introduce the bill. After this, he will request Lok Sabha Speaker Om Birla to refer the bill to the Joint Parliamentary Committee for extensive discussion. The committee will be formed proportionately based on the number of MPs of different parties.
The bill also provides for a situation when elections to an assembly cannot be held along with parliamentary elections. According to subsection-five of section-two of the bill, 'If the Election Commission feels that elections to an assembly cannot be held along with the Lok Sabha elections, then it can request the President to issue an order that elections to the said assembly can be held at a later date.'
Amendments can be made to these articles
Through the bill, Article 82A (simultaneous elections to Lok Sabha and Legislative Assemblies) will be added to the Constitution. While amendments will be made to Article 83 (term of the Houses of Parliament), Article 172 (term of State Legislative Assemblies) and Article 327 (power of Parliament to make provisions related to elections to Legislative Assemblies).
The bill also provides that after it becomes law, a notification will be issued by the President on the date of the first meeting of the Lok Sabha after the general election and the date of issuance of the notification will be called the appointed date. The term of the Lok Sabha will be five years from that date.
